Ana Maria Gomes, Députée européenne: In my view, there are four levels of analysis that need to be addressed when reflecting on the conditions for restarting the Near East peace process:

1. The Israeli context: Israel needs to make serious concessions what concerns the improvement of living conditions in Palestine, namely travel and mobility inside the Occupied Territories, the lifting of check points, stopping the harassment of civilians etc.

Bronislaw Geremek, Député européen: La situation dans le Proche Orient requière une action internationale urgente et une sérieuse contribution de tous les acteurs engagés dans le processus.
La première étape devrait être la création d'un soutien international pour l'unité du gouvernement palestinien qui serait alors mieux équipé pour agir avec fermeté contre les milices, ainsi que terminer l'état actuel d'insécurité et le chaos armé dans les territoires palestiniens.

Edith Mastenbroek, Députée européenne: According to me, one of the conditions for restarting the peace process in the Near East has to be the end of the unilateralism. Both parties should acknowledge that unilateralism has been neither in the interest of the region nor of the citizens.
Mutual recognition is a second condition. Not only should Palestine recognize Israel, but also, and this has been a big mistake during the Oslo peace talks, Israel should recognize the right of existence of the Palestine state.
On the refugee question : Both parties should dare to say that there can be a solution for the refugee problem. This would entail, the Palestines making a concession by accepting that not all the refugees from 1948 can go back to Israel; This is simply impossible in practice.

Jean-Marie Le Pen et Bruno Gollnisch, Députés européens: Aucun processus de Paix ne pourra aboutir sans un préalable indispensable : la reconnaissance de trois Etats souverains dotés de frontières sûres et reconnues. Ce qui signifie un Etat Palestinien viable, qui n’existe toujours pas ; un Etat libanais libéré de toute tutelle étrangère, apte à exercer son autorité sur l’ensemble de son territoire, y compris au sud ; et bien sûr un Etat d’Israël dont les voisins reconnaîtraient le droit à l’existence, à la paix et à la sécurité. Cela suppose également que chacun des protagonistes respecte les résolutions des Nations Unies le concernant, ce qui inclut entre autres le retrait d’Israël des territoires occupés depuis 1967, le désarmement des milices libanaises au profit de l’armée nationale de ce pays, et la résolution du problème des fermes de Cheeba.

One important step to take is to cancel the association treaty that Israel has with the EU. By using the provisions for Human Rights and International law that are stated in the treaty Israel would have to respect those, and that would be a good start for a negociated solution in the conflict Israel-the palestinians.

Ari Vatanen, Député européen: La question posée est d'une grande complexité, mais ci-dessous quand même quelques pensées simplifiées.

* D'abord les Palestiniens doivent s'entendre sur une stratégie commune. La question se pose bien sûr comment cela se fait sans tradition de démocratie ou gouvernance qui fonctionne?? Sans cela Israël n'a pas de contrepartie dans les négociations.

* Si le Hamas renonce à la violence pour une longue période, à mon avis cela doit déjà permettre les négociations à être démarrées. Le Hamas est une réalité, ils ont gagné les élections démocratiques et doivent maintenant être incités à reconnaître Israël de facto, sans les obliger à perdre face.

María Xosé Porteiro, Diputada Socialista por Pontevedra: Considero que el proceso de paz requiere de tiempo y consenso. Han sido necesarios trece años para culminar el fin de la lucha armada del IRA en Irlanda del norte. Parece lógico pensar que en España, aunque se agilice el camino a recorrer, sea preciso dar un plazo amplio. En ese recorrido, habrá altos y bajos como en cualquier negociación. Espero que el trabajo que lleva a cabo el gobierno de Rodríguez Zapatero llegue a buen fin por el bien de todos.

Otniel Schneller, Knesset Member: Renewal of the peace process in the Middle East is dependent on the resolution of the following issues:

1. The existential threat to the State of Israel:
Iran’s development of nuclear weapons poses an existential threat to the Middle East in general and to the Jews of the State of Israel in particular. The interests of several European countries, including France, have led them to take an understanding approach towards Iran’s demand to develop nuclear weapons. This calls to mind the actions of other enlightened governments whose interests not only did not prevent World War II, but even contributed to its grave outcome.

The cynical excuse that achieving peace in the Middle East will diminish the Iranian threat is made by those whose economic and political interests are stronger than any humane considerations.

Francisco Buen Lacambra, Senador: En mi opinión, pensar que el proceso de Paz es algo que vamos visualizando día a día es un error. No debemos tener prisa y ante las presiones de la llamada Izquierda Abertzale, de la Kale Borroka y también de algunos sectores nacionalistas, en cuanto al acercamiento de presos y la derogación de la Ley de Partidos, nuestra respuesta, es que quienes tienen que adaptarse a la Ley son los que están fuera de ella. Esos son los primeros pasos que todos esperábamos y que no se han dado por parte de Batasuna, que a su vez impide la puesta en marcha de la Mesa de Partidos en la que todos, menos el PP, estamos de acuerdo.

María San Gil, Presidenta del PP del País Vasco: “Proceso de paz” es una expresión que sólo favorece al mundo de Batasuna y ETA. En el País Vasco no hay una guerra de dos bandos enfrentados, sino una absoluta falta de libertad para quienes no piensan en clave nacionalista y se oponen a la banda terrorista ETA. Lo triste, preocupante y penoso es que el presidente Zapatero y los dirigentes del PSOE y del PSE se hayan prestado voluntariamente al juego marcado por ETA y utilicen también su lenguaje y sus modos.
